Maryland Was Just Warned of Possible Rolling Blackouts — Here's What Happened

A severe, multi-day heat wave pushed PJM — the grid operator serving Maryland and 12 other states — toward an all-time demand record over the July 4th weekend, prompting federal emergency orders and a rolling-blackout warning.

What happened

A severe heat wave blanketed the eastern U.S. through the July 4th holiday weekend in 2026, with the National Weather Service forecasting highs of 102–104°F across parts of Maryland and Virginia. As demand climbed toward PJM Interconnection's all-time record — expected to approach roughly 166,000 MW, above the prior summer peak of 165,563 MW set back in 2006 — PJM issued Maximum Generation and Load Management Alerts and warned that a low-voltage condition raised the risk of rotating (“rolling”) outages on the transmission system. Maryland was named among 13 states warned of possible rolling blackouts and asked to conserve.

The federal response

The U.S. Department of Energy issued two emergency orders covering July 1–3, 2026, giving PJM unusual authority to keep the lights on: permission to curtail large data center load and to waive certain power plant pollution limits so idle or backup generation could run flat-out during the emergency window. Those are not routine measures — they're reserved for exactly this kind of near-miss.

Why Maryland specifically is exposed

Maryland sits inside PJM, the largest grid in North America, which also serves neighboring Virginia — home to the world's largest concentration of data centers. That massive, fast-growing load is a major driver of new transmission spending across the whole PJM footprint, Maryland included, and it makes the entire region more sensitive to demand spikes during extreme heat. On top of that, Maryland utilities including BGE have been approved for multi-year rate increases tied to grid modernization, storm hardening, and new transmission needed to bring offshore wind capacity online — costs that show up on your bill independent of any single emergency event.

What you can do

When PJM or BGE issues a conservation call, shifting laundry, dishwashing, and EV charging out of the late-afternoon peak is the fastest lever available. The longer-term fix is reducing how much of your afternoon demand touches the grid at all. Maryland's HB 1532 now allows a permit-free plug-in solar system up to 1200W — a panel that generates the most power in exactly the early-to-mid afternoon window PJM watches most closely, ahead of the evening peak.
